The Administrator of the Presidential Amnesty Programme (PAP), High Chief Dr. Dennis Brutu Otuaro PhD has proven himself again as an Advocate of Intellectual revolution in the Niger Delta. This is coming bearly days after the world celebrated the 2025 International Literacy Day declared by UNESCO with theme "Promoting Literacy in the Digital Era".

Dr Otuaro demonstrated this during the PAP Offshore Scholarship Scheme orientation and pre-departure briefing held in Abuja for over 140 beneficiaries who have been awarded with Postgraduate studies in various reputable universities in the United Kingdom. 

His commitment towards investing and promoting quality education, human Capital development, empowerment, building peaceful and inclusive society for Niger Deltans in line with the President Bola Amhen Tinubu transformative Renewed Hope Agenda designed to drive Sustainable growth, global collaboration and local prosperity in the Niger Delta, Nigeria is unparalleled. 

Thus, Beneficiaries are advised to prioritize global exposure gotten from the knowledge economy as a life changing opportunity to address the environmental, socio-enconomic and multi-dimensional challenges of the Niger Delta.
